There's no problem with advertising in your layout/signature, unless it is a large and annoying advertisement. As for in your bio, your bio is for you to put whatever you want in there as long as you, as the rules say, don't make it your own personal website through things like HTML abuse and whatnot.

So then, what about in your profile again? Even if it has zero relevance whatsoever, it cannot be in your layout at all?

And what about messages that encourage the visitor to click on the advertisee's name to view all of the links? Does it still pose a risk to one's layout even if it is sensibly positioned?

There's a clear difference between linking to a site relevant to the topic and linking to a site in a topic that is created for the sole purpose of promoting that site. What you're describing is the former, and that is perfectly fine. Basically, all we ask is that you do not blatantly advertise a website through the creation of a thread about it or through non-relevant postings in a thread about it.

BUt, would it still be advertising if you link a website outside of SMWC and it had relevance to topic? If so, best bet is to simply paste the URL/URI in there without hyperlinking it IMO.

Uh, no that's not a problem. The rules here only apply to here. We're talking about advertising any other websites by posting threads about them. It's fine if you advertise SMWC.
