Layer 3 can be used for all sorts of things like:
*Tides, and they can move.
*Smashers (need a sprite+tide)
*Mist (ghost houses only)
*Fish or rocks (underground only)
*Windows (castles)
There is also a cage, but it's buggy and has no graphics.
To use these, click the fish button in Lunar Magic. To add smashers, use the castle graphics and add the sprite.

To clarify, uninstall the XP version and install The Vista version. 7 has no movie maker, and the new one sucks.

Ultimaximus: only if you're doing a full install: using Wubi is the really safe way to install things.
This guy did the full way, which can also optinally wipe out windows and is slightly faster.
To remove and do various crap to partitions, burn a GParted CD. A reminder, partitioning is very dangerous, no matter what way you do it!
As I said, Wubi is a partitionless, easy, safe way to install Ubuntu.

There is a lot. What do you want.
Do you want...
*An extremely powerful place, though is hard to use at first, gives you a lot of control and be able to install stuff like WordPress (blog) or MediaWiki? (wiki)
or...
*A simple web host that has an easy way to make pages but is not very powerful?

If you want a site members can easily edit, I suggest you go with the powerful route. The other, simpler ones are woefully inadequeate for type of this stuff. PM me and I'll try my best to do the hosting job for you.

silly kids, windows 7 is a dolled-up vista service pack
Vista runs fine here, for years. I use xubuntu mainly, but when I need to, it works.

For recovery, Linux is the best OS. burn an Xubuntu CD, plug in a flash drive, and copy crap.

It can be edited like any other.
There's two: C8 for main overworld levels and 1C8 for submaps.

If you're teaching something wrong like Blumy said, you shouldn't be teaching it at all. Decapretated tags might not work in future browsers, so use CSS: it's not that hard, plus it's craptons more powerful.
Also, you should also cover HTML 5 tags.

In Canada, (or at least the wacky french parts) when you buy the PC, when booting up and installing windows, you can choose between english or french windows.
I pick linux.
