Title is self-explanatory. I don't know if you can hack a GCN game, but if you can, then I would love to hack one of my absolute favorites.

Does it cost anything, and are there any other matters to take note of should I pursue that?

When playtesting one's own levels for a hack, sometimes you find you've just really got a jewel, sometimes. I think I'm going to resurrect a particularly nice one of my little gems for this contest. Polish it up a bit.
