I was going to point out in that thread that despite it being 2016, replacing Mario with Peach has not been done quite like this. There are some Peach-player patches, but they usually have limitations, like no cape-flying.
And yes I believe the goal for this would be a patch that would make Peach the main playable in Super Mario World or most hack versions thereof.

I have a sheet of Peach sprites drawn by a friend (https://drive.google.com/open?id=1PEhq4O17PLoyua3afa7NaUGn7bonZQxZ), for every pose Mario makes in the regular game. One friendly user started to do all the work for me, but has since disappeared without leaving a copy of the work in progress.
What's the best way to get them into the game to replace Mario?
Ah sorry; i was distracted from hacking for quite some time.
So: I downloaded the tool, but I'm not sure what it does. I open the EXE, select A or D, it flashes a Message about 'Unhandled Exception' and something about a FileNotFound.
