There seems to not be too many tutorials for custom title music and I can't find any that aren't outdated. Can someone walk me through this?

Thanks a bunch, it finally worked for me! With all the complex and differing instructions I didn't realize it would be that simple.
I'm working on a custom title screen level(C7), and if I open the hack, it starts me on the title screen with a different level in the background and transitions to level C7 and lets me play. Does anyone know what I can do to fix it?

Edit: Ignore this post, I didn't read the FAQ
I can't figure out how to remove the animated clouds in the overworld. I'm not sure how a hex editor works so any help would be greatly appreciated.

They're Layer 1 (like all the levels), so just highlighting them and hitting "Delete" should do the trick.
