Description: The mushroom scale platforms don't rise back if they're pushed down more than 16 tiles. This patch fixes that.

This also fixes the problem where the platforms won't stop generating tiles when they're in equilibrium after being stepped on at least once, thus making black bars appearing at the top of the screen.

This patch previously lacked SA-1 support and only fixed the first aforementioned bug. The original version is backed up here.

This is a pretty useful patch if you manage to run into this edge case - I imagine it would happen if you got the scales to work inside a vertical level.

The fix introduced by this update is one you're unlikely to notice (it took some pretty excessive ExAnimation before I managed to reproduce the bug) but it's very simple and there's no reason not to include it - after all, the more NMI time you have, the better.

I'd recommend this patch to anyone who uses the Mushroom Scales in a level. It's quite a small patch which can help in certain cases you could end up running into.
