Some fan games I downloaded aren't working properly!

So I recently downloaded 2 fan games. They are Final Fantasy IV Alter Destiny and Mother: Cognitive Dissonance, and they aren't working properly.

I played and 100% completed Final Fantasy IV Alter Destiny when I played it on my old computer before I got my current one for Christmas. The game worked fine then.

A few days ago, however, I decided to just play around on my completed save file. I double clicked the game file that I transferred from my old computer. I was then greeted by a message that said,

and the game won't start.
I thought, "O.K., maybe the transfer from my old computer to my new computer went bad," so I uninstalled the game and reinstalled it again, and the same message appeared, right out of the box! This happens regardless of whether my controller is connected or not.

O.K., what is going on?! This game worked flawlessly on my old computer, so how can it not work on my new one!? It makes no sense!

I found another game online called Mother: Cognitive Dissonance. When I double click it, it boots up properly and plays, but whenever I activate the full screen feature, the screen is black for longer than usual, then the game goes back to windowed mode and a message box pops up saying,

(DDERR_UNSUPPORTED)

After clicking "OK", the game closes.

What?! What's going on?! Why can't I go full screen? I've never had ANY application throw an error like this when going full screen EVER! I REALLY want to play the game full screen.

Does anyone know how to fix these issues?

I'm having massive trouble finding any download links, or any information whatsoever, other than 99999 different super shady DLL sites, but this one seems relevant.

Or you could locate xinput1_3.dll on your old computer and copy it into the game directory. Can't promise it'll work, but worth a try.

DirectDraw tends to act screwy on Windows >= 8.

Try to find the graphics settings and set them to 32bit color (not 16bit). May also be worthwhile to set the resolution to match your monitor, but I believe the color depth switch helps a lot more.

Alternatively, reduce your computer color depth to 16 bits. Though I strongly suspect that button no longer exists...

If neither works, take a look at this one. Not sure how well it works, but worth a try.

Thing is, I actually never played a ROM hack on my emulator until now. But it's on my phone. So because of that, I really can't help you, I mean I would... but my dad doesn't allow me to download much, so sorry.
