"Maximum Model Size Exceeded" But is not so... HELP

Hi, i'm attempting to make Mario's head into Pirate Mario from Mario Party 2 on the N64, I downloaded the rip of the model from Model's Resource and cut off the body using blender, exported it to .obj and attempted to import the model using 2.08 of Skelux's SM64 editor, and it gave me the "Maximum Model Size Exceeded" error. I applied the tweak for the model @0x04 & @0x07 like Skelux's video said, and it still gave me the error. Any suggestions? I've also attached the model through google drive so if you could download it and check it out and tell me whats wrong that would be very much appreciated. Thank you.

I just recently realized after 10+ years that Dire Dire Docks is the bowser submarine level and Jolly Roger Bay is the one on the first floor of the castle
I'd guess that the problem is that your model has too many textures. Maybe reduce the number of textures and try again?
