Are people still playing the Wii U Splatoon 1 online?

I'm thinking about buying Splatoon 1 for Wii U in a few hours. But are people still playing it online? Does it have a good single player story?

They still do. Not as much as they did before Splatoon 2 was released but it still has its players.
Of course, given that Ninendo has given up on the Wii U and therefore Splatoon 1, you'll likely meet a hacker during some matches.

Its single player is a 3D platformer* featuring lots of fun, unique levels which you might want to play multiple times. In fact, my favourite platformers are the Splatoon single players (with Octo Expansion being my absolute favourite).

*Note that "3D platformer" and "collect-a-thon" aren't necessarily synonyms. A "2D" platformer (i.e. SMB styled) can easily be put in 3D like Crash Bandicoot or Super Mario 3D World and likewise, a "3D" collect-a-thon also can be 2D like Super Mario 63 (being based of Super Mario 64, after all). Splatoon is the former, like SM3DW.

It's a DLC for Splatoon 2, a second (there is Octo Canyon, a direct successor to Octo Valley, the single player of Splatoon 1), more challenging single player mode.
So I just got the game. The game's eShop page says you can use Wii Classic Controllers and Wii U Pro Controllers, but I can't figure out how to use them in the game. The game wants me to use the GamePad. Well, how do I switch to using a Wii Classic Controller or Wii U Pro Controller?

It's only for the local multiplayer, though. The reason is because the gamepad features the map which allows you to use super jumping and a special weapon, not to mention only it features gyro controls.
I have not touched the original Splatoon ever since I started playing Splatoon 2. Though it wouldn't surprise me if there were people still playing online on the Wii U. Just don't expect to see any more Splatfests.

Ugh, I can't seem to play any online matches.

Most of the time, on the "Searching for a battle to join" screen, I get Error Code 118-0516. This happens with Super Smash Bros. for Wii U, too. If I am able to get to the "Waiting for players" screen, not enough players ever join to start a match.

How am I supposed to level up and get better weapons and gear if I can't play any online matches?

The weapons and gear you get in multiplayer can only be used in multiplayer, anyways, so if it isn't playable in the first place, there's no real reason to get them.

Oh, well that's a relief. I wanted to play multiplayer so I could use the weapons and gear I got from playing multiplayer in Story Mode.

I let my niece borrow my wiiu 2 months or so ago, and she actually got to level 44, above and beyond my level 33 squid since day 1. Sometimes it takes a while to get a match started, and a ton of the players are japanese, but it still works out fine.

The singleplayer kind of sucks, but the final boss is great. It was better in splatoon1 than 2, but the octo expansion blows them both out of the water.
You know, I have a similar question to what the OP asked. Is there anyone still playing the original MK8 online seeing as it's pretty much obsoleted by Deluxe? At least Splatoon 1 was different to the second in many aspects.
If they only have a Wii U or have both, but don't to pay for Switch online.
It's pretty likely that they would be playing the online Wii U games, as they're still free.
