LX5's powerups patch (credits to him) lets you define how many walking frames the player can have by a table. With some tweakings, Mario was able to have the double of SMW's walking frames: six walking frames (and four for small Mario).
Actually, I bypassed the table and set it to a fixed 12 frames value. Every instance of moving has 12 frames (walking, running, walking/running with item, 12 * 3 = 36) since 12 is the least common multiple of 6 and 4. I won't explain the entire process it takes, but I'll say the $13E0 values start from #$47 onward.
And, since the powerups patch's player GFX are 32x32, Mario is able to swing his arms like that, just like in NSMBWii iirc, and have those voluminous jumping and falling frames.
