Adding Mulitiple palettes to a level?

I can't seem to figure out how to add 2 different palettes to a level I'm making. I add one palette and change things in accordance to that. Then I add the second palette and

I'm very new to things like custom palettes and ExGFX but I also couldn't find anything that Immediately helped me. Sorry if this has been answered before.
Can you describe in more detail what you're doing to get that result? Because as far as inserting palettes from submissions go, it's just a matter of clicking #lm{imppal} in the Palette Editor #lm{pal} and selecting the included .pal. The .palmask file included makes sure the .pal you're importing only replaces the colors used by the submission and nothing more. While you're at it, make sure your Lunar Magic is of a recent version and supports palmasks (it must have golden and silver Phanto buttons in the Palette Editor).
If it's a really old palette and there's just no way you can combine them, you'll have to do some tricks. You'll either have to load the graphics in an editor and change the palette swatches used, change the map16 to use a different palette row, or manually go in to each palette and decide which colors to keep and which to not keep. For example, I recently had to do this with an old Yoshi's Island background rip and I easily decided that the palette I already had would work ok.

Edit: it also seems like your foreground uses some of the slots used for vanilla backgrounds, that can also be a huge issue.
I was trying to add a background and a ForeGround ExGFX at the same time and one palette overwrote the other and I have zero clue how to fix this. And I don't know how to assign the map 16 data to a different thing or whatever it was you said, i'm new to custom graphics completely. Lastly it's a custom foreground that I'm going to be using for the enterity of the hack. So i don't see how that could be a problem.
If you're new to custom graphics completely, this tutorial might be a good place to start (shout-out to WYE).

Actually, they already seem to be able to insert ExGFX and associated files.

In that case, follow these steps:

1) Open the Palette Editor (#lm{pal})
2) Ctrl+Alt+Left click the palette row used by one of the conflicting graphics (Foreground or Background). That will copy that palette row.
3) Click #lm{imppal} to import the palette of the other conflicting graphics.
4) Ctrl+Alt+Right click the palette row you copied (in step 2) in a different palette row. That will paste the palette into that row.
5) Open the 16x16 Tile Map Editor, also known as the Map16 Editor (#lm{16x})
6) Find the tiles of the graphics that use the palette you pasted into a different row. As in, if in step 2 you copied the Foreground's palette, then find the Foreground's tiles in the Map16 Editor.
7) Now select them.
8) Locate the field that says "Palette" at the left side of the Map16 Editor's window.
9) Now change the selected tiles' palette to match the palette row you chose in step 4.
10) Find the save button (#lm{save}) in the Map16 Editor's window and press it.

Choose wisely where you're pasting the palette in step 4 to not overwrite important colors, such as the status bar's. For future reference, we have this stickied thread specifically made for beginners. You may find it useful in the future.
Thank you to all who helped. I fixed it and it now looks the way i wanted it to. Love yall. -Protocon-
