Go to the "Hacks" section and there will be a "Submit Hack" link on top of the hack list.

well actually I know how to submit hacks. I submitted one and it was rejected because it was a rom file. I try to use lunar IPS but when I open my hack with lunar IPS it says "couldn't open rom for reading" And how do you erase lunar magic levels and put the original levels back. Pls respond ASAP. Apreciate the help.

If you saved over them, the only way to get the original levels back is to get another rom, save the levels to file, and open them in your rom and save.
For Lunar IPS, you pick a clean rom first, then your hack. If you continue to have problems, make sure you're using a clean rom by verifying it. If your base rom that you made your levels on is corrupted, you'll have to port everything to a new rom.
Remember, a clean rom is unmodified. If it has [!] in it's file name, it SHOULD be clean.

Try redownloading the ROM. Make sure it's clean. Then, select "Create IPS Patch" on Lunar IPS, select the clean ROM, then your modified ROM, and test the patch by patching it in another clean ROM.
You can't delete the levels from Lunar Magic. However, get a clean ROM, open it in Lunar Magic, select "File > Levels > Export Multiple Level to File", and select where you want them to go. And don't know if you have to save the ROM on Lunar Magic after that, but, keep in mind that, if you do save, it won't be clean anymore.

Also, right click on your rom and select "Properties" to make sure that your rom isn't read-only. I would assume that if it is, Lunar IPS wouldn't work with it until you make it so it isn't read-only.
