Sorry, but this is hardly a worthy document submission. You've included an Excel file with two cells filled in - one says "Name", one says "File Nile". Anyone can accomplish that same thing within 5 seconds of Excel.

Português: Nós temos uma pequena regra aqui no SMW Central que diz que você é OBRIGADO a pedir permissão para o autor de certo arquivo antes de mandar tal arquivo para o site. Eu não me lembro de você ter me pedido permissão antes de submeter o meu documento para o site... se você tivesse pedido permissão antes de realizar tal procedimento, eu poderia até pensar em permitir que você mandasse o arquivo para a seção de documentos, apesar do fato de que seria mais provável que eu não permitisse, porque nós já temos bastante documentos em português em um site cujo língua primária é o inglês. Este documento já está hospedado em vários pseudo-sites relacionados com SMW hacking em português, de qualquer forma, como no blog "Mario Hacks", na comunidade "Lunar Magic Brasil" etc. Eu acho que vários brasileiros já sabem da existência dele, já que temos bastante brasileiros que acessam mais tais sites que o próprio SMW Central.

I'm sorry to ruin your party, bud, but I've had a small discussion with some other staffers (mainly with Ersanio, who is another moderator of the documents section) and we have concluded that your tutorial is rather unnecessary. I don't think getting the hang of that program is so hard for portuguese-speakers that a DOCUMENT is necessary for them to figure out how it works. Come on, the program consists pretty much of TWO dropdown boxes, and it is clearly notable that the first box is where you are supposed to load your ROM, and the second one is where you would go for altering the sound effect itself.

That's a rather nice tutorial, actually. I noticed, however, that you didn't specifize some things, such as which mushroom buttons need to be hit to create the appropriate folders (you just mentioned that people are supposed to hit "some" of them for the graphics folders to be created). I noticed that you didn't mention the key that needs to be pressed to save the Map16 page data (a.k.a F9)... and that's something that definitely deserves a mention.
Español: Yo no hablo español muy bien, pero intentarei te informar porqué tuyo tutorial fue eliminado; básicamente, tú no especificaste los chapiñones que debes apretar para crear las carpetas de gráficos y ExGráficos (tú solamente dijiste que la persona debe apretar "algunos" champiñones). Tú también no dijiste que ha de apretar el botón F9 para salvar los dados de la Map16 page.

Aside from the fact that this still lacks some IMPORTANT information (such as the statement that to record the Map16 data, it is necessary to press the F9 key and such), a regular member, who is hispanic, informed me, as well as Ersanio, another moderator who takes care of documents, that this document doesn't provide very good grammar throughout. Basically, add some more details here and there and fix your grammar to the maximum in order to have this approved.

This is more like a tutorial which belongs to the tutorials section. The looping also isn't really explained well; a beginner wouldn't understand the concept behind it.
Protip: Looping actually reduces insertion size. The L command only reduces the file size and makes things (personally) look more confusing.
