What program do people use to make custom mario music? I want to have the music, "Sky Chase Zone" from Sonic DX, and usually requesting it doesnt do anything.
you need the midi file, tinymm, porting knowledge, the music list in the documents section, smwr.bplaced.com/music or the music porting tool.
any addmusic to insert and test, thats really all you need and a little more. remember that the mml ust be made into a text file.
even though its incomplete, go to the tutorials section and find snn and supertails porting tutorial, its in the second page of the tutorials thread to get started. it explains everything you need to know in detail

I assume that that's a SNES game? If not, you have to do it by ear, which is devilishly difficult. If it IS a SNES game, then you just rip the SPC with Snes9x and save it as a .txt file in the 3ML MML Editor program in the tools section, and insert it with Addmusic (there are tutorials on all of these). If you are stuck coding something by hand, you will have to map it out in a notation software, save it as a MIDI, convert it to MML format with TinyMM, make it into a .txt file with 3ML, and THEN insert it.

And I probably got ninja'd for my extensive response.

No, I mean create a MIDI by ear. But I guess there's a MIDI floating around somewhere…

…but then again, no MIDI exists for the relatively well-known piece Toccata in B Minor by Eugène Gigout. So, some pieces are just randomly not there.
Just use this video to make custom music:
