there isn't a patch for it as it's only a simple hex edit. What you should do is go to the tools section and download 'Tweaker'. Next you open your rom in it and find the Goomba on the list. Then you tick the box that says 'dies when stomped on'. Save it and now Goomba's will die when you stomp on them. On a side note the stomp frame is far from perfect. This requires further modification to fix.

Or you could use the custom sprite that comes with sprite tool if you want both.
