I'm grounded until the 29th from hanging out with friends. I still have all the my electronics and house hold items, but I'm still finding myself bored. What can I do to stay occupied?

Watch videos, movies, whatever. Anime is a good time-sink.
EDIT: Or play through a Final Fantasy game, or some other RPG. Strategy games like Fire Emblem and Advance Wars are good too.

-Reflect over your life.
-Help other people inside your house.
-Have a movie marathon, "Lotr" is always a good alternative.

I fully agree with the above statement.
Another thing I'd suggest is making computer games (with Game Maker or something). It takes a while, its fun, and it burns time. A LOT OF TIME.
