Anyway, back on topic, I get the feeling that he's probably saying that you can jump as long as you have coins, because, though I'm not sure, I think it'd be impossible to jump on the same frame the coin disappears, since it would have turned into tile 25 already on that frame.
First, lol @ Botcrazy`s failness. Second, I haven`t been here a while. Third, I agree with Thomas. Probably paying a coin to jump. This would also make breaks from walljumping nullified.

Okay, okay, let me explain again the gimmick. In the coin level, each jump will cost you one coin, and if you don't get any coins, then you will be unable to jump. (This is for those who didn't understood the gimmick yet) There will be points where you must not jump, even if you have coins, or you will lose your necessary coins.

Alright miguel, that makes a whole lot of sense. That is what I suspected in the beginning but I didn't want to interrupt the intense debate. Anyways, thanks for clearing that up.
A couple of screens from my side Kaizo project which I have called Jump Tax.

As the name suggests, you have to pay a Coin for each jump you make.
Cement Blocks are placeholders and I will probably remove the Bonus Stars counter, the timer, the lives and the score in the status bar.

Actually, it seems to prevent breaks. For one thing, it discourages walljumps since you'd run out of jumps, so the only big break would be shell reuse which isn't really useful in this case.

well for instance, one thing i noticed with that other guys level of this gimmick, you can duplicate the coin blocks, especially from a distance, so you can get a shit ton of coins easily.

btw, an interesting thing to try would be this: a level where you get like 99 coins and have to not get the 1 up because you lose all your coins and wont be able to jump, but there will be a bunch of coins in the jumps. so you have to balance both losing an regaining coins to a point at the end where you need to make 99 jumps spending all of your coins.

Never gonna play that hack in a million years! Looks good though and it'll be awesome to watch it being TAS'd.
The first screenshot reminds me of Item Abuse, but it looks great overall. I don't do pit hacks :D!
