When it says, "levels with an asterisk have been optimized", what does that mean?

Sometimes, when people design levels, they build it one tile at a time, which is a big waste of ROM space that could be spent on aesthetics. To 'optimize' a level is to make the total size smaller by using extended objects instead of individual objects (e.g. using the "Add Objects" Dialog instead of the "Direct Map16").
Hope I explained that well enough.

Actually 2 people to a level would be nice. However, the people doing the level should know what they want to do with the level.

Maybe I am a newcomer in SMW Hacking, but I want to ask, if I can claim level 13B (Last Level, Phase 4 = Sadness, Depression).
I think I can do something with the theme "What if...". "What if I would not exist?" Sounds like suicide. So I thought the colour blue/violet would maybe fit in the level. Also there I could reflect little aspects of suicide in the level and the enemys could be sad and acting against their will.
These are my ideas for this level and I think discussing a bit with the others on SMWC can make the level perfect. Please, let me make this level or I will become depressed (bad joke).
