Vertical: Click the Mario head in the LM Toolbar and change the Layer 1 (FG) Vertical Scrolling setting to whatever you want.
Horizontal: By default in LM, putting more tile on additional screens will extended the horizontal scrolling. That's assuming you have the Layer 1 (FG) vertical scroll set to not disable vertical/horizontal scrolling.
Most of the questions you've asked so far can be easily found if you made more of an effort to look for the solutions.

to save a lot of trouble and time, there is a text above the Layer 1 FG scroll setting. When you click on a level mode, the text will tell you what type of level it will be. This will also warn you about a boss level mode that keeps you from rendering a level.

sorry, i wasnt very descriptive. when i said scrolling, i meant scrolling by itself. So that whoever is playing needs to keep mario moving otherwise he will be pushed by a wall. A constantly scrolling screen, going up, down or right is what i want.

Use standard sprite E8 or F3 and set the Y position of the sprite in the level accordingly.
In most cases, it's recommended that you place the sprite on the first screen of the level Mario interacts with (and any necessary secondary/midway entrances) because of a glitch that can occur if the player uses L/R scrolling at the right spot to freeze the game.

I tried using sprite E8, but all it did was not let me get past the first screen. And Sprite f3, i cant figure out how to get it to work either. I tried it at different Y positions. I moved the sprite up and down and tested it out, what it did was make the level scroll slow and then it got faster and faster. Is there a way to make it so that it scrolls at the same speed for the whole level?

Because you didn't do what the spite window text/tooltip told you to do. If "it didn't go past the first screen, then set the Layer 2 scrolling (Fish Icon) to none.

Then you would want a custom sprite, but honestly, you're better off just working about that "issue" and use the normal sprite instead. By the way, using the Fast Auto-Scroll speed is not recommended at all.
