It's the European Union proposing this. Does anything proposed by the European Union ever pass through nowadays, aside of the euro?

Don't think so.
All the countries do is that when the EU proposes something, they ask all its members to sign it. That's all they do.

Yep, but luckily there's always a country such as Ireland who disagrees with the treaty. Causing the whole proposal to fall apart.
Long live that one treaty where it said that every single nation of the EU needs to agree with any treaty being signed.
