Palette Problems

I am trying to make a Neon-ish pallette for my one level I am building, Neon forest, and I want everything to have this look, including Mario, but this is what happens:

Mario ends up looking messed up, and I want to know if I can fix this (I am away of actual level glitches, this is just testing the pallette).
I only want this for ONE level, and I have edited EVERY color except transparencies.
If you want Mario to look like he does in all other levels, don't edit palette 8.
If you want Mario to look like the rest of the level, use this patch.
Palette 8, Mario's palette, usually never changes during the gameplay, even when it's completely edited. However, if you really want to edit Mario's palette, there's a patch that can be downloaded that will let you do it. However, I strongly discourage EVER changing Mario's palettes to something different from the norm in a level. But in the end, the choice is yours. Do it if you want.

This may sound sad but I haven't inserted a patch before.... could you point me in a way that I can patch my rom?
