"Starting with Windows Vista, Microsoft withdrew the support for this format [.gif] from this application [Windows Photo Viewer] and left the job of displaying them to Internet Explorer."
Are you using Windows Vista or 7? By default, gif files open with IE on these Operating Systems so that it can animate. I believe it's some sort of licensing issue, but I can't find a source on that right now.

All copyrights, trademarks and patents on the .GIF format, and anything related to the .GIF format, has expired long ago and/or never existed.
Besides, he seems able to see the first frame.
My guess is that he's opening them in MS Paint, which doesn't support animations.

Ah, then I'm wrong on that front. What I mean though was that Windows Photo Viewer 'will' view the gif, but it will not animate.

Yes I am using Window 7. Hm. Windows Photo Viewer? I don't think I have that. When I open Gif picture, I see HP Viewer Picture.

No, it's quite simple, really.
Right-Click the .gif file
Select "Open With"
Select "Choose default program"
Select your internet browser.
Make sure "Always use the selected program to run this file" box is selected.
There you have it.
