The closest you're going to get to that is editing existing sprites with the CFG editor. I feel rather confident in saying that noone is going to create a program that creates sprites for you; if you want to make your own sprites, go learn ASM.

I can't learn ASM, since I don't know all the sprite codes. Besides, I don't wanna look at a billion numbers just to make my head hurt for a billion days.

Any tool that can create sprites without letting you write the ASM for yourself will be very limiting if you've got an idea the tool author didn't predict (and this is very likely to happen).

I actually meant ASM involves looking at a bunch of letters and numbers just to waste of time.

..well, if you think coding custom sprites is a waste of time, then I suppose there's no reason for you to learn ASM. Just don't expect anyone else to do code your sprites for you.

I mean LEARNING ASM is a waste of time. Besides, I don't see a thread that helps me learn it.

Congratulations, you just called everything here, here and here, and half of the stuff here (including half of LM) a waste of time.
You don't need to learn ASM if you don't want to, but if you're going to insult it, then this thread does not pass the required minimum intelligence to remain open. Use this or this, but note that the success rate of #1 is very low and #2 requires (*GASP*) effort.
Edit: If #2 is too hard, try this first and #2 may become clearer.
