Or you could try a different save state?

It may not find any savestates at first, depending on the version, so you may have to click "All File Types" in the Open State window.

Aaaand that's pretty much all I know

EDIT: If the ss just loads palette, than how do you load graphics???

Actually I'd say your best bet with loading graphics from a savestate is with Tile Layer Pro. That's always how I do it... Works just fine.
