Oh man, that show use to scare the shit out of me when I was a little kid, but I couldn't stop watching it, it was also pretty funny. So, eh it is pretty border line I think.
Ah, Courage the Cowardly Dog. The demented idea is just so beautiful. You know, it's quite rare you'll see something like that come out of America. That show was amazing, and just flat out disturbing at times.
I found the disturbing things amusing as a kid because of the oblivious people and the situations they're put in. As a kid I was free to just enjoy television shows as a whole, so I guess that's partially why it didn't really affect me. I didn't really think about shows as I was watching them. If I was being entertained then I didn't need to focus on certain parts.
I also remember playing the shit out of the Creep TV game on cartoon network's website.
Is regular show a children's show?
Along with Ren & Stimpy???

To answer title!
Yes it is
I watched it a lot when I was in junior high and it never scared me. Though it had a more humorous side to the fantasy horror element.
I just found this episode, and I recognize it as one that scared me when I was <10.

But, I think that is the point of it as a kid's show. As a season 2 episode of MLP FiM pointed out, its fun to be scared.

Edit: I also remember that huge aspect of this show scaring me was that the ones who were in most control over the situation were never aware of the danger. Now however, I kind of laugh at their ignorance (such as Eustace saying "Dang mattress gave her nightmares...")

I watched that show as a kid and never really thoght it was scary ,im not saying i cant be scared though some episodes did scare me a little. some episodes did have disturbing things in it. i love cartoons escpecilay funny ones. in a matter of fact courage the cowardly dog was one of my favorite shows and still is.
Is funny but when i was little i never thought of "Ren and Stimpy" to be creepy. Now with Courage i always thought it was scary, i always hoped that the next episode wasn't scary (as it seems that some were not scary at all). Try this video and you'll see one of the creppiest moments in cartoon history (well in my time). Watch from 3:24 and foward, every thing before is really random.
I watched one episode, and I think there was a cat in a hood, and maybe a train...? Anyway, I was 9, I had a delayed flight, and was stuck at a hotel at 2:00am in the morning, so I think it was the cat that creeped me out.

P.S.
I'm 12 currently.

Yeah, that episode was great. There was this Cat who was friends with a Rabbit, but dogs abused the Cat because she was friends with the Rabbit, but in the end, Courage lets the Cat and Rabbit be friends again by beating up all the Dogs, and the Cat realizes not all Dogs are mean.

Watching it today, you'll think it's about Lesbians.

Anyway, I loved Courage the Cowardly Dog as a kid, the scenes were pretty scary for me at the time, but it was some sort of cool type of scary, so I just couldn't stop watching. I don't know, I think people underestimate children far too much today.

My favorite episode is the Tower of Zalost.
RETURN THE SLAB, OR SUFFER MY CURSE

Those words will forever signify horror as the badly animated CGI mummy uttered them through my television. I will never forget how I would mute the TV and close my eyes when his scenes would come on.

I'm glad I watched the show, however, since if I didn't I'd probably be scared of screamers and stuff.
