This doesn't belong in Programming. Moved to Tech Desk.
Protip (because this isn't the first time this has happened): "Programming" means "making programs," not "using programs." Just for future reference.

EasyCAP capture cards seem to be notorious for having problems (which is annoying since they're the only ones you can find under $20). Using compatibility mode for Windows XP (I would presume SP2 would work, but if not try SP3) might work. If not, look here.

The first series of EasyCAP capture card have only 1 sound chip, which causes it to have terrible sound quality, the only thing you can do is purchase the newer one, which has 2 sound chips and PAL60 support.

eBay is where I get mine. DC60+ is the model you're after, iirc.

Audacity (free) can remove static from a recording, provided that it's separate from the video, and there's a little silence in it, except for the noise.

AVI is video, Audacity only accepts audio. You need to find a way to extract the audio from the AVI, then re-insert it.
Here's a few methods.

Let me ask you something, have you looked into buying a 3.5 line in jack from ebay or in stores ?
When I first did my recordings in 2008 I avoided the onboard usb sound on the device.
Put the line in jack into the blue port and configure your sound card volume and start recording again using ulead 10 se.
It will take some adjusting but it will out best, also use CCC codec pack.
For some odd reason k-lite codec pack has been getting way more bizzar when they add on new stuff or crap that is not needed.
If my nerves can bare it I'll start a video tutorial on it tonight.
If you have x64 bit drivers can you pm it if you dont mind ?
Everything else I find for windows 7 x64bit is more than a lie and a half... >:|

Oh well, all I can tell you is this, go look on amazon.com for the "correet disc" with drivers for your easycap and install it.
Check either google videos or youtube and make sure you know how to properly install it for your os.
Linuz flavors for easycap aree give and a take but most regular limux os should pick it up from your usb ports.
Good Luck with it, as easycaps or "clones" installation will not be simple.
