Huge FPS lag in Steam games

I have a few games on Steam, and the ones I play the most are TF2 and portal 2, but the problem is that they run really slow. TF2 only ever goes above 30 FPS when the resolution is set to 800x600 (And it looks terrible) even with the max FPS config, and Portal 2 only gets between 15 and 3 FPS even at that resolution. Naturally, I've already set all graphics related options to the lowest possible and I always close anything else that was running on my PC before playing.
Now, I'm sure someone would ask this if I didn't say it, so my specs are :
CPU : AMD Athlon(tm) II X2 215 Processor
RAM : 2.7 GB
Video Card : GeForce 6150SE nForce 430
OS : Windows 7 Home Premium Edition (build 7600), 64-bit (got it a year ago from last summer)
So what I'm asking is, what's the main problem causing the lag ? Is it the graphics card ? If so, is there one I could get that doesn't cost too much ?
Desktop or laptop? If laptop, no upgrades. If you're on a desktop, it'll depend.
It's a desktop.
Your graphics card is shit. Getting a proper one will definitely help your situation. What is your budget?
At first, I was hoping to get one for around 50€, but after looking around a bit, that seems unlikely. Are there any ones that would be a significant improvement for around 100€ ?
It'll depend on the slot.
Indeed, if your motherboard doesn't have a PCIe 16x slot, you're probably going to be looking at a completely new computer.
or old-ish graphics card. If it's AGP, you might be able to get a new-ish one. It won't be as fast as a PCIe one, but it will do for TF2.

PCI means you're screwed though...
Hmm, ok. Is there an easy way to know what my computer has ? I just tried, and the case doesn't come off without unscrewing everything, etc..
There should only be 4 screws at the back at most; when unscrewed, the case should easily slide off at one side, for for some cases, the entire top part.
You can use a program called Speccy to find out what your computer has.
He's already told us, he just wants to know what expansion slots are open. Speccy can't tell you that, last time I used it...

If you don't unscrew anything then how are you going to change the graphics card?

Take it from a network engineer trainee, I'm advising you to open your system up & take a picture of your motherboard (so I can see all of the slots). If there won't be enough image resolution then read out to me the slot details.

Computer component changing is something I did too much of in college last year. Easy stuff.
Pkphazor, I already looked at your first post with specs.
All I can say is this, your cpu and onboard graphics card fail.
Video Card : GeForce 6150SE nForce 430
I can see why your lagging, I wouldnt dare play any steam games on it, let alone a windows pc game that can't handle your specs.
You can do abit more better with that cpu, if you want to you can opt in later down this year for Athlon II X4 or Phenom II X3 or X4.

Like the guy above me said get a good picture of your motherboard.
Jot down any model numbers on your parts so I can search it down for you and give you back feedback once I read up the info.

I don't think he's paying attention/replying anymore, Conal just performed pointless necromancy on this thread.

I said what I needed to say, we're just waiting on him.
