Well for one japan doesn't even have this. They also air shows once a week and usually they'll be on news networks, kinda like how Fox has cartoons on sunday afternoon, but they seem more scattered.

For two, this does exist! See here. A seemingly better alternative, though, might be this, but it's not exactly a tv channel.
There's also Anime Network. However, this and the FUNimation Channel are order-only, apparently.

Heh, sadly, I'm probably not even able to get those channels.
However, in a way I enjoy watching anime online more, since I can watch whenever I please, and don't have to worry about missing an episode.
Since anime seems to be sporadic as far as age-appropriate audiences are concerned, a full anime channel would have to be adjusted to place kids anime and adult anime accordingly, like in separate categories. Kids anime would be for Saturday mornings, for example.

If a new all anime channel was to be made, I think an important part would be to try to re-work the dubs and licensing. I probably worded it wrong, but here's an example. When Hamtaro was brought to the US, over half of the overall episodes were left out, and most of the second season stuff was played much less frequently than the first season. If a new channel were to pick that for part of the children's block (great choice, there's over 300 episodes), they would probably want to get a hold of all the episodes, including the missing ones, and redub it as needed to make everything fit together well. (same voice actors, or at least similar sounding, for past US episodes as well as "new" imported episodes)

Of course, I agree that you would want to have it arranged like all the other channels, and have kid's shows on at appropriate times. Probably try to have the little kid shows on while older kids are at school, kid-oriented shows during after-school hours. Night-time shows could be done like Cartoon Network does, having an "Adult Swim" time where the more mature/violent shows are played.

Also, the channel would probably benefit well with a website that shows which shows currently have the lowest ratings out of the three age-groups. Viewers could vote on whether to keep the currently playing show or replace them with a new show from the same age-group (not replacing childrens shows with adult shows). Shows that have been replaced either go back onto the voting list, or go onto the website to be watched online, like how Funimation handles their shows.

Basically, what I'm saying is that such a specialized channel could work, but would require a very close line of communication with the fanbase watching it. (Now I'm wondering how much it would cost to start up a TV channel and get licensing for enough shows to fill the timeslots.)
