I will retry this since not only comments are the low, but also I didnt think I was ready for a thread until now 
Story:

Bowser and Mario find new land away from Mushroom Kingdom and Mario must stop him before the land is taken over.

Nice, but I don't like the fact that one side of the status bar is crammed full of stuff when the other side is left relatively bare.
Also, the extra item box is cutoff. Fix it or die

The grass in the ground there is rather over-saturated. Maybe replacing the grey outlines with black and adding more "solidity" to each colour.
By the way, the graphics are having a bad time clashing there. Just saying.

Bad item box palette and over-saturated koopa palette.

Good.

Over-saturation of pipe palettes, I feel that if I played for too long I'll attain a rather painful headache.

Good palette, I like it, not over-saturated either. But maybe a tad bland, spice it up with an enemy or two, even if it's a bonus room.

Over-saturated Chargin' Chuck palette.
I like what you've got so far, but maybe a few more tileset specific enemies and more creative level design might help. But then again, I can't be fully sure of those things unless I play it.
I'm sorry if I've come across as harsh.

The Vicious Outcast you are using the term "over saturated" way to much as much as I agree the grass is a little saturated and should be toned back a bit and the dirt itself should not have a green tint to it, the enemies are pastel and thus not over saturated as that would mean they are to bright.
I do however think that the enemies should be recolored to either have a black outline or have more white added to their colors to make them fit better but all in all not bad.
Fix the item box thing though it looks bad.

Looks good so far, the palettes are maybe a bit off, but that's just me. I do like the graphical style in some of the later shots, though the original Mario sprite doesn't clash together well. Again, that's just me.
Keep up the good work!

I don't really care about the saturation when it isn't eye hurting but you can tune it down to look a bit better.

The changes make it look much better =D Also just one thing I have to nitpick at is the yellow pipe, I dunno just seems a little bright compared to everything else, could just be me haha. Anyway loving the looks of this so far!

I like to show my second level off but before, I do, It be asked best this: "Is there a person hoping to BETA test this." I've got ALOT of levels done and wishing to let others let me know what to change

It looks so far but 3 comments.
1: the part with the disco koopa may be a little tough for level 2 as you have very limited movement there.
2: Is that Giant Piranha stationary or does it come up from the ground? If it's the ladder you should make sure the player has some indication there is danger there.
3: The spikes are ok but they just don't seem to fit extremly well with the rest of the level by thats just my opinion.

Not sure if it can be called a chocolate hack. It has ExGFX but I'm not sure it has enough custom stuff to be called chocolate. I may be wrong though. As for the levels, they look pretty cool. Here are my opinions:
Level 2
It's a cool level. I like the sky look of this level. I didn't notice any issues after updating it.
Level 3
I like the sunset feel in it. Black BG's also give a feel of a sunset level but the FG probably could be a bit darker to fit more to the theme. Not necesarry though. Ok, now to other things:
Screen 2: This cement block is half yellow, half gray which looks a bit odd for me. Yellow or gray, your choice. ;)
Screen 3: Hmm... that orange pipe is pretty bright. Maybe it's just me but I'd darken the light orange a bit.
Last screen: The goal post palette is a bit off. That's probably because of the pipes. Try to change it's palette a bit.
Those are the only issues I found. Other things are completely fine.

This is looking pretty good and I would call it chocolate but the only thing that bugs me are the palettes you always choose very bright palettes that are a little hard on the eyes.

Did you ever fix the path issues on the Overworld? it was my biggest problem. If you would like I can retest the new beta if you like.
