People sometimes do this as they drive past you here as well, often it's teenagers and young men who do it. Most of the time, they shout "Oy!" but once at Christmas, a man bellowed "Merry Christmas!" out of the window of his car as he drove past us. It's pretty annoying when people do that, it just shows how sad of a person you are, because you're getting pleasure in making someone else jump.
I absolutely hate people who try to ruin other people's friendships, especially when it's out of jealousy. If you're jealous of someone being friends with someone else, either try and become friends with those two people without ruining their friendship, or go and find friends of your own. In the past, a girl from school fancied my best friend, and always tried to get me out of the way so she could have him all to herself. It drove me mad. Fortunately, that girl left the school in late 2009.
-Pointless Youtube comments like "Thumbs up if blah blah blah" and "first comment!!!!!!1!!!eleven". It's especially annoying when hypocrite users say "Thumbs up if you're getting sick of these "Thumbs up if" comments." and still get top comment.
People at school who try to get involved in your relationship with your girlfriend. It's none of their fucking business! This is the main reason I haven't had a girlfriend yet. If anyone at school does this when I do have a girlfriend, I swear I'll punch their face in. I'm not having it.
I find it really annoying when someone deliberately does something to annoy/upset somebody else, and when they get the reaction they wanted out of the other person, they say "It's only a joke/I was only joking!/I was just kidding!". In my opinion, a joke is only a joke if the person it was directed finds it funny! Unless that'd the case, it isn't a joke, even if surrounding people are laughing. I had a similar case a month or so ago which caused me to get humiliated probably in front of quite a few people.
I also hate it when people say "I'm/we're not laughing at you, I'm/we're laughing with you!". Yeah, well I'm not laughing!
I'll add more here if I can think of anything else.

People that post those "Thumbs up if you're listening to this in 2012" comments on Youtube. KNOCK THAT SHIT OFF!!  I'm sick of seeing this as the top comment on nearly every music video!
Also, any comments that BEG for thumbs up like Jeorge535 has said above. It's a dumb feature that never should've existed.

Hopefully people will read this and share my opinions.

This just kinda annoyies me more than anything else,
but I still find it irritating.

that probably fits me under your "arrogant" peeve but I don't really give too much of a fuck. Arrogant is one of my many middle names.
Anyways, what pisses me off is when I forget things. This is a side effect of the medication I'm on, and I was forgetful beforehand, so it's basically doubled now. I get up, walk out of my room, down the narrow stairs to the main floor, forget what I came down for, go back upstairs, remember, come back down... That shit sucks.
I also hate hate HATE stupid people. ESPECIALLY stubborn stupid people who think they're right when in fact they are not.
One more thing I hate is myself for my own shortcomings, like being too shy, and not taking certain opportunities, or noticing certain things. Like the fact I was stalking a girl for two or three months after Grade 8. Never doing that again.

In no particular order, I dislike:
-Rule 34 art of ponies.
-Listening to people complain about everything.
-Those "Thumbs up" comments. I like the Thumbs Up/Down feature, but I really get annoyed by how people ask for thumbs up because they want the highest rated comment.
-That one treasure chest in The Wind Waker that gives you a Green Rupee.

-People who think fans of a particular musical artist are retarded and should be ashamed for liking said artist (I think I've said something like that before, but I want to stress it).
-Gas price spikes.
-Threads that derail and people are going with it.
-Those MLIA stories that are dead person memorials rather than funny anecdotes.
-That 'Collect 15 bananas' minigame in the DKC3 level Swoopy Salvo.
-Also, those kept appearing everytime I typed any character in the YouTube description box when I was uploading my video! I don't f***ing care, and forcing it in my face like that isn't going to make me care!

The fucking ridiculous cinema prices in the UK! We have a Cineworld where I am and they charge £9.30 per adult! On top of that, to see a 3D film, you have to pay an extra £2.10 per adult PLUS an extra 80p per pair of 3D Glasses. That makes a total of £12.20 PER ADULT!
Not only that, but you also have the overpriced food and drink to add to that too. So if you took a group of say 4 to go see a 3D film, then that would set you back more than £50!
This is EXACTLY why I stick to waiting for the DVD or Bluray instead of going to the cinema.

-When my sister is going on anywhere else and I don't want to go, my parents force me to do it, even if I don't want. Once they even grounded me for that. (Actually my dad)
-Sometimes Youtube delays my video when I'm posting it, I won't wait like 3 or 4 hours, or it's because of my shitty internet/computer.
-Also, when the government has the intention of putting the internet down. When they are defeated, they even come up with more plans.

The fuck that bonus game was. Took me around 150 tries. That's one of those moments you want to throw the controller out of the window. I still am guilty for my brother who gave out 40 bucks for it.

People who don't moderate themselves when asking less socially adept people to do things.
Often times, people who are less socially adept don't want to annoy anyone, so they'll almost guaranteed say yes unless it's a lifetime detrimental thing. However, people who use these kinds of people as doormats to get whatever they want need to burn in hell.

Things that get me MAD!
1. When you take a math or physics class and there is no solution manual or answers in the back of the book to check your work with.
2. When your at a small school and some classes are rare. Some classes in my degree only come around once in 2 years! If you miss them your are screwed.
3. Not having any money.
4. Getting permanent damage to my ears after playing a video game for 14 hours. Yeah, got tinnitus from that, no f*(*ing joke!
5. Playing an unfair hack that requires savestates. 
6. Not having a girlfriend.
7. Having great ideas for artwork and paintings, yet I can never draw them as good as they are in my head.
8. Being tired.
9. When you are in a college class and you only get 2 exams for the course, 1 midterm and 1 final exam. I think is the FU*##ing stupid because its too much pressure and if you don't do good it can seriously impact your grade. I like classes when its 3 or 4 exams and they drop the lowest one. That's how it needs to be.
10. At the end of the semester at school and all of your teachers throw you tons of extra homework and cram everything in at the last minute. The last few weeks of school are always crazy stressful.
11. When you know you have something in your house but you can't find it at all.
12. When you threw away something in the trash but later wanted it.
13. When a gallon of gas is $4.00 USD seriously!
14. When you have no A/C in your car and your car breaks down.
15. When everything sucks.
16. When you have a bad habit but can't stop doing it.
17. When you have a new computer and its runs great, but then you install programs on it and 6 months later its all slow and screwed up. But then you don't have the windows disk to reformat your computer and the damn store where you got the computer from NEVER gives you a FU#$#ing windows disk!
18. SPYWARE, VIRUSES and everything like it. Whoever makes these programs that infect and destroy thousands of computers needs to be shot in the face.
19. Not winning the lotto.
20. When you want to get into digital photography but can't because the camera you want cost thousands of dollars.
21. When you have a great idea for a blockbuster movie but you can't make it because they cost millions of millions of dollars.

Be glad you probably weren't in my philosophy class. The ENTIRE class grade consisted of the average grade of three exams for the whole semester! No quizzes. No homework. No final exam. Just three exams scheduled at various points in the semester. If my chemistry class was like this, I'd be screwed.

Right now I kinda regret not paying attention to some of those books I had to read, especially the Great Gatsby, which I've heard to be really good. -When police act like bullies instead of protecting citizens.
-The TSA being misused (not the Toilet Safety Administration. The Transportation Security Administration.)
