Rensselaer Polytechnic Institute (RPI) requires that I submit a digital portfolio of any digital and otherwise media that I have made, as a requirement for applying to their Games and Simulation Arts college.

I emailed them and asked about SMW Hacking...

They told me ANY modification I have made to a video game is relevant and should be included in my portfolio.

Bam.

My only question now is if I should include the .SMC file for them to play it, or give them a URL they can download a .SMC? OR if I should just submit videos, images etc...I think the full game (The Unworld Recharged), along with instructions on how to install/play the game, would be best.

But isn't distributing a ROM illegal?

Meh.
This will fail because distributing ROM's resists in an instant ban.
Give them an .ips and a tutorial on how to patch it, and explain the "distributing ROMs" thing or something like that.

From a college? I never heard of that rule, but I suppose I understand your 'better safe than sorry' philosophy in this scenario.

I considered that, it just seemed like a lot of work, and a huge request to ask a college admissions person to download a file illegally. But, I was also considering that by making the explanation as to why the game file isn't included, then they would understand. Their guidelines, however, state that all files and programs necessary to play the game must be included in the portfolio.
they would need an emulator too. imo you just send them a video of gameplay.

edit: i remember jacob/goldenyoshi using his hacking experience to get him a job or something. i think he was a beta-tester.

Yeah send them a video/screenshots, along with a note about distributing games being rather copyright infringing.
Okay, so I've decided that, based on their uploading file share system, I will upload

-A PDF that explains the programs used to hack, patch a ROM and play the game, and provide links to all legal materials (everything besides the ROM), and provide an explaination as to why the ROM is not included. Unfortunately, I also can't upload the emulator, ips patch etc because the file share system is limited in the types of media that can be uploaded
-Screenshots of levels
-Video of gameplay
-And of course, my video production videos which have nothing to do with SMW or gaming, yet fall into their suggested media to include.

I've been strongly considering sending a patched ROM so all they need to do is run the emulator, but I don't want them to have a reason to question my moral integrity (blah blah blah).
Question: Why don't you send them another mail and ask them what to do about this? You should also explain the ROM issue, and give them a list of what your options are(e.g. IPS patch, video+screenshots, whatever).
As a fan of The Unworld (both versions), I hope this goes well for you.
