So, I was thinking of something which may actually be good. How about we rename "Moderation of Hacks and Files" to "Removal of Hacks and Files" and add a new forum named "Approval of Hacks and Files". There will have subforums for hacks, tools, tutorials, graphics, music, blocks, sprites, documents and patches. Yes, without the ROM/RAM Maps. There moderators will optinally make thread when they accept something and mention what made them accept this, i.e. what they liked. As mentioned in the last sentance, it will be optional. That way, people will see what good did they do to get their hack/tutorial/document/block/... accepted.
In the main forum, people will be able to post questions about stuff that got accepeted.
I think that's what the submission guidelines are for. Also if moderators always said what they liked, there would be reccuring likes between submissions and every submission would become pretty much the same, tailored to what the moderator likes.

I don't want to see a million hacks use the Blargg boss just because hack mod X likes it.

I thought of that, but nothing fits in your situation. Will you redesign a whole long and cretive level, just to make something that will make your hack's approval progress higher? I will not. If you thinked about a puzzle for let's say 3 DAYS, will you get rid of it just to replace it with something? That's for what I am talking about. Makes sense.
Sometimes submissions are just fine. Not good, but not bad or not bad enough to warrant a removal. It's a lot of work to begin with to moderate submissions of which 80% are removed and we have to paginate every error, basically. It's not really worth the time. IF it's worth praise, they probably already know its good.
Ah, it seems like only yesterday when we music moderators did just this.
