From looking at the level list, it seems that "World 4A" and "World 4B" each contain enough levels to be a full world (and combined, world 4 has 16 levels, when the other worlds have 7-11 levels each). The first half even ends with a fortress.
So how about splitting world 4 into two separate worlds (and increasing subsequent world numbers by 1)?
Just a random idea I had.

Well, I I say leave it as it is. It's only 5 levels more than the usual maximum(?), and most of them are secret exit levels so...
And I like the unique idea of a desert/water world; it's a different take on the fire/ice world.

This exactly, because it's kinda unique and having a really big world is in my opinion pretty cool.

The idea from the get-go for this world was to have several themes in one (reef/desert/beach), hence the A/B distinction. It's worth noting, however, that a desert level or two is more than likely to vanish from the hack entirely since nobody seems to be capable of actually finishing one (looking at you, slot 103).

Actually, hasn't cstutor89 only done one level so far? For what it's worth, if he wants to do another desert stage, no objections from over here :b
We can always change the theming of those levels, too. For example, we could have a couple of rocky/mountainous/arid levels toward the end as a segue into the sky world or something.
Are we actually going to have signs that indicate what world players are in, though? My first impression was that the world numbering was just for organizational purposes, anyway.

I would happily take on a desert level. It's a shame I flopped big time on my first SMWCP2 level. Desert stages are my absolute favourites.

It's quite sad to see some designers choose to waste everyone's time not showing any real level progress until they get some graphics, though that poor excuse especially doesn't work for Neoz since (1) he got the GFX he asked for and (2) isn't exactly inactive on the board. I say screw him and go with Axem's suggestion of seeing if cstutor would like a go at it. Harsh words, yes, but virtually everyone on the site has at this point had an opportunity to get a level for this project and most of them either chose not to grab a level or absolutely failed with it.

I do like this branching alternate (A/B) paths for World 4. It gives the player some room to go which way he/she pleases.

Yeah, I've designed one level. I don't have objections to doing another desert level. I am cleaning up Kojeco's level (Onsen Overhang) which was already about 90% done and now it is 99% done, the only thing that's left is those geyser graphics ... something is not quite right with them still. But once that's fixed, World 3 will be done.

Pretty much all truth and agreement from me. I don't have any objections to working on that oasis/desert level or fixing up the levels like 14 or B that are like 90% done and for some reason all of the work just stopped.

Sadly though, it was reserved for tr3.
And I was also showing interest on the level too...

Wow, more than expected but yeah that's way too many times ... 
That's pretty bad %. I really wish people would commit to it if they're going to have a level.

Understood. After all, there are some people designing levels that have not been consistent with updating weekly. Sadly, Level 103 has been cursed with that.

I wouldn't mind if any of the currect users were as determined as agie777, who took a really long time in completing his level but at least updated (It's one of the more happier stories of SMWCP2 I like to look back at, and respect him for it). In addition, lot's of people were helping him out to with questions and detailed feedback. It really depends on everyone if a level is going to get done, so if you are afraid it won't get finished, help out in some way rather than complain about it.

cstutor already made a world 4 level, so if he's going to have a second level I think it should be in another world. Everyone has their own level desining style, so if we give two levels to the same person in the same world it might end up being too repetitive. This is just my opinion though, if he really wants to make a desert level over any other level in the hack, I don't see why we should denie it.
However, there are many other people we can trust, as I mentioned before, many people already made one or two levels for this project and have proved to be reliable enough, so I don't see why we shouldn't give the level to one of these people, assuming they want to make one more level, that is. On the other hand, tr9 and Ludus already reserved the level before, so I'm not sure if it's ok to just ignore them; maybe we should give it to Ludus, considering he already completed a level before.

That's fine. I don't know tr9 really well so I don't know how well or fast the process will be. Ludus will probably be fine choice too.
On a positive note 116 is pretty much done (all is needed is submit the information to SNN) and 14's fountains/geysers are nearly done. So that won't be too much longer. Slowly but surely things are getting done.
Now for the downer (it has do to come). Speaking of World 4, it has been a week. I think a certain level (Level 21) Might need to be reminded again ... . That'll be two times now (once by MrDeePay and a second by SNN/Lightvayne if they choose to do so).

On a happier note, it DOES seem like things suddenly picked up here again, so that's really encouraging for me to see. I'm going to have to find some time to fix up some of the bugs posted in the "Bugs" sticky (which, unlike SMWCP, are all graphical/minor rather than actual design issues).
I think I'll eventually have to make a more accurate checklist of what is left so we can actually knuckle down and get through it.

That was me, by the way. I dropped it simply because I lost motivation to continue the level like that, especially since I was planning for it to be a somewhat big level, and it took me several hours to just make a couple screens due to the sheer complexity of the tileset.
On another note, I'm still working on 1F, but it's not progressing very quickly...
