If you're talking about what I think you are (that is, an invisible block that briefly appears before becoming invisible), I'm pretty sure it's okay, since that wouldn't be a custom block, just a normal one that appears transparent most of the time.

I'm posting here cause I'm not sure if this would be able to go in the rules and submissions thread (sorry, a bit paranoid after I accidently posted there earlier...)

I noticed that the rules say that we aren't allowed to use the drawing function of the 8x8 editor. Are we allowed to use it to tileset combine? Also, if so, can we make and use ExGFX files out of the combined sets, or do we have to overwrite the old ones?
Eh, sure. Why not? Kaizo hacking doesn't seem too ha-aaaaaaand I broke the ROM.

Bummer, well before I waste screens, do screens in the opening level/cutscene screens count? Cause if they do, I may want to skip explaining the setting of the hack and just say something along the lines of: "Peach was kidnapped, save her from Bowser".

wait question. can i edit the "Nintendo Presents" logo? if so can i use YY-CHR for that purpose only? or no?
I am not counting screens in the intro level before Mario reaches the overworld.

As for the Nintendo Presents logo, let me think about it.
When playtesting one's own levels for a hack, sometimes you find you've just really got a jewel, sometimes. I think I'm going to resurrect a particularly nice one of my little gems for this contest. Polish it up a bit.

Wait, does that mean I'm not allowed to combine different tilesets by, say, bypassing FG3 to GFX15 and BG3 to GFX16, and recreating the rope tileset in Map16, so I could use ropes and normal ground at the same time? Because until now I was under the impression that this was allowed.

No, I believe he said that you can't combine sets into ONE GFX File, f.e. castle stone blocks and grassland slopes and ledges, or ball 'n' chains and pokeys. You are however still allowed to use BG2 and BG3 to include more tilesets into a level.

It means setting layer 2 to FG and have it scroll at the same speed as layer 1, which allows you to place stuff on top of each other in a way that's normally not possible.

Of course, this has the obvious drawback of not having a background (unless one of the layer 3 backgrounds fit). You decide if it's worth it.

Speaking of limitations, can we use the "display message" sprite in our level excluding the intro?

EDIT: Also, does the cutoff affects the score?
It's available by default, so I see no reason why we can't use it. The rules just pretty much state you cannot use anything that isn't readily available in Lunar Magic.

Yes, it's part of the "appearance" factor of your total score.

Cutoff will be handled on a case-by-case basis. As a general point, cutoff is bad, but cases where cutoff is apparent that are similar to instances of cutoff in the original game will not be penalized.
