I decided to make it because i was sick of waiting on others, and I wanted a legitimate installation. It worked, and it shows up as an installed package in Synaptic Package Manager.
This is modified from Debian Wheezy's ZSNES 1.51 AMD64 package for use on the more popular Ubuntu distribution. I know it works because I used it and installed it myself. No 32-bit libs are required and aside from Debconf popping up at the last second and the option to reinstall post-installation not present if installed with Ubuntu Software Center, it runs smoothly.
Hope my fellow Ubuntu users have fun with it. If the Ubuntu development team updates ia32-libs to anything at or equal to 20111001 or makes their own ZSNES 64-bit package, I'll modify this thread to reflect that.
EDIT: By the graces of good fortune my package installed (with the same oddities, but still installed) and ran in a Ubuntu live session. So this is it folks, my package is the one that works with Ubuntu by default.
CHANGELOG:
Changed the version of ia32-libs in depends (20111001 > 20090808)
Modified maintainer (Debian Games team > Brandon Bachman)
Added conflict to prevent installation of a future compatible release by the Ubuntu development team (zsnes)
PLANNED:
Figure out why debconf comes up at the last second, tweak the installer so it installs more gracefully and like any other package you could find on the internet.
MAYBE add dosbox as an enhance or a suggest, since some utilities like SNESTool require DOS/Windows, and can run in DOSBox.

As of present, the Precise (12.04 LTS) installation of ZSNES does not require hacks or workarounds; Someone finally managed to fix it for release. So this package is no longer necessary.
If you are running 12.04, do not download it, do not install it; It is not necessary.
