This is another Touhou avatar.
It's Rumia (my favorite of the "minor" characters, in case my layout wasn't an indicator of this), dressed up in a Miko suit similar to the main protagonist, Reimu Hakurei. The color are reflective of her normal appearance (black dress, with white sleeves and red ribbons).

When TOS took the screenshots, he used the high-quality feature in ZSNES, which is why they look like that.

@Austin - 'tis not CSS used, it's PHP. It's simply a PHP script that is edited to use images from my old Looney Tunes layout.

I watch "Taxi" all the time (Judd Hirsch, Christopher Lloyd and Andy Kaufman all together? More than enough to make up for Tony Danza). I watched "Man in the Moon" with my parents when I was 12 (until the nudity, then they turned it off) which was what really turned me on to him.

at the time of posting it's a screenshot [squeezed down to approved avatar dimensions] from the 1977 cult film, House. that film is a hell of an experience. it's almost uncategorizable, although most people would probably call it a horror film crossed with an art house film. it's pretty neat, you should check it out.
