yxppccct would translate to a 2 digit hex number, not a 4 digit one. yxppccct format just means binary format, or 1s and 0s. What each bit does is explained directly after what you quoted.
i kinda understand that 2 hex digits and yxppccct, but the LDY is the tilemap?

The +3 is for the addresses. $0200+3 ($0203), $0204+3 ($0207), and so on.
i see.address _ _ _ _ + 3
but i wan't to know about the 3 lettered coding and the appearence it uses

Not too sure what you're asking, but those are ASM opcodes - the commands used by the SNES's programming language.

If you're looking for an ASM tutorial (which to me looks to be the case), you might want to give this one a try (or look for one yourself in the Tutorials subforum).
