A cool tip is open "Super GFX Bypass" (the red poisonus mushroom) and check the first box; So open "Change Index of Graphics" (blue one) and set the FG/BG Tileset for 5 or D. The tileset will keep being forest, but the Layer 3 will works as a ghost house.

Did you try both tilesets (5 and D)? If that doesn't work, you'll have to either use other tiles (non tileset specific), or just don't use fog. I can't think of another way to fix that. Sorry.

To get around the whole tileset specific issue, just create copies of the forest tileset Map16 tiles on another page and then rebuild your level with those. Although you'll probably have to change the default "acts like" values of the tiles as well, since most of page 1 acts differently depending on the tileset.
