Water Gun yet again.

I find it strange how the Groudon is such a low level. Are we doing this in a time when the Legendary Pokemon are just babies? Or was this just a hacked Groudon by the gym leader? I mean, they ARE known to have Pokemon that aren't normally obtainable...
