I have a question for you guys. VIP5 has been removed numerous times for being submitted without permission. Well, why do we have all the other VIPs? Shouldn't they be removed as well?
If I am correct from reading other threads about this issue, those VIPs were submitted a while ago by the author.
The Vip hacks was submitted by him, him, him, him and him.

The most probably is than they are the Vipper, but the guy who submitted the fifth one isn't. So here goes my question, why can't we submit hacks just because they aren't ours? The hacks section is just for put hacks in a certain place for we don't need to search it on the internet, and if the author didn't said "DON'T post in SMWC", I don't see any reason to don't do it.

Yep.
IIRC, Carol doesn't want VIP 5 to be distributed, along with later versions of Brutal Mario than the one submitted here.

I disagree, if the user doesn't want it's job to be submitted to SMWC then don't submit, it's the choice of some hackers and you must respect them even if you submit and put the original author.

Also, there's many reasons of why some hacks can't be submitted in SMWC, like bugs, incomplete gameplay or even fear of stealing a thing in this hack.
I've always said if I were to leave SMWC but continue hacking I'd never want any of my stuff to be hosted on the site. I guess in a way it's sort of like a TV show. If a TV channel starts showing the show without permission, it's serious business.

You CAN submit another's hack if you have express permission you can prove but otherwise, nope.
I undestand. Doesn't seem like something serious, but okay the creators have their rights.

Well, technically it is something serious and like marioVSshadow said, you must ASK the permission first but it'll be waste of time if he/she already said that don't want to submit his/her works.
Distributing without permission may me like stealing. The author said not to distribute it, so don't do it. It's the author's hack and only he/she decides if it should be submitted here or not. VIP5 as well as the newest Brutal/Kitiku Mario versions shouldn't be submitted because the authors decided to not submit them to other sites. This mostly happens with japanese hacks but it may also happen with other hacks.
Personally, I only thought the ASCII version of VIP 3 was safe to submit under the consideration that the Mario version of the game was already in the Hacks section. I thought similarly about Piper1202 submitting the Mario versions of 1, 2, and 4.
