How do I extract/insert graphics from an SMB1 NES ROM?

SMB1's GFX aren't compressed, you don't need to extract them. Well, unless you mean porting GFX from one ROM to another, in that case, just open up two windows and use the copy and paste tools to transfer the graphics to the other ROM.
If it wasn't obvious by now, just open the ROM itself in YY-CHR and scroll down in NES mode until you find the graphics.
Actually, I now want to know about the palettes. How do I get it? YY-CHR can't open FCEUX savestates.
Did you try tilemolester?

Open the ROM, goto "Palette -> Import From -> Another File..." select the save state.

SMB Utility has the ability to insert GFX from other SMB1 roms. If a SMB1 hack has existing edited CHR graphics (not including TSA arrangements), then you use that option to copy it.

File -> Load another ROMs GFX
