I even got a graphics card last year, but as you can tell, I can't play anything advanced more than Knytt Stories. No HL2, Portal, Assassin's Creed, etc. Heck, I can barely load Steam up. Is my only option a new computer? My parents say they might spend ~$700 on me for a new laptop my Senior year (2014) but that's probably not going to be more than 3GB RAM. What should I do? I mean, i can't even get 50+ FPS in ZSNES, so there's no way I can even bother trying something "heavier".
Anyone else have the same problem? Am I whining too much? Should I just enjoy the fact that I get food and a loving family and friends?

Well, for me it don't look like you're going to go far with this PC...
This because, if you want to just change some parts of it, you will have to buy the equivalent to a new PC, including a new motherboard, RAM, graphics board, CPU, HD, power supply...
I know how it is to have a crappy PC that don't run almost anything made after 2005. But believe me, two years pass fast, heh. And I'm pretty sure that there's a lot of great games that you don't know and your computer can run.

If you can upgrade your RAM to about 4GB and your video card to around 512-1024MB, you may be fine.
These are my computer stats and I can run games like Skyrim at High, Fallout New Vegas at Ultra High, HL2 and TF2 at ultra high, Black Ops at high, and so on with minimal lag.

Well, the stats that matter.
What really suprises me is this is a laptop and it has an INCREADIBLY LOW CPU speed, I'm suprised I can run games like Skyrim at all. (Note skyrim Requires a 2.4GHz and I can run it fine.
My opinion, upgrade your RAM and Video Card and you should be fine.

Yeah, you can actually probably get away with just an upgrade to your video card, depending on the speed of your processor. I have a 2.4ghz single core processor and 1.5 GB of RAM on a computer from... 2005? And I can run fallout 3 at full graphics because of my new nvidia card I recently got that has a 1024 mb of vram (Geeze, I remember I time I was trying to get 64mb of video RAM to play the age of mythology demo. Ah, how time flies). If you can upgrade your RAM you probably want to do that too, more RAM will make for less crashing on high end games (for example, I can't play Mass Effect with an antivirus on, because it crashes, but when I close the anti virus, I can run it at full graphics capability).

Internet access for Steam activation
On a good built computer of any used parts or new you can easily get a way with murder on that.
If 700$ is all you got for a full fledge laptop, why not start looking around at laptops and computers.
If you wait and buy between middle of june until late of july, you'll be able to soore something big.
Also with new laptops out on the market, you'll get about 2gb-4gb of ram depending on the manufacturer builds.
Also DDR2 DDR3 for laptops isn't all that costly.

how about a console? they're not nearly as expensive as a pc and you still get games like assassin's creed, portal etc.

In this case you're right. A lot of companies are focusing on consoles nowadays, they're just easier to create games for.
The XBOX360 is probably what you want. It should be cheaper than the PS3 and it has a closer relation to the PC. If you want your games to look marginally prettier (and if you want some truly awesome stuff like Journey) you should go for a PS3.

Basically, almost EVERYTHING in this build needs to be upgraded if you want to be a "modern gamer". This computer is fine for web browsing and soft gaming, but not for high-end games. You can score a nice build easily at a $700 budget.
The processor needs a serious upgrade, but you might be limited to your motherboard's socket and won't be able to get the newer processors. When buying a new processor for a build or for an upgrade, you should look into multiple cores if the games you play support it. You also need more RAM, but you can get 4GB of RAM cheap these days. Get at least a 500GB HDD if you plan on having lots of games, or 250GB. I don't recommend and expensive SSD on your budget, a regular mechanical HDD will do fine. For a modern graphics card you might want to check out NVIDIA's GeForce 400 series, or if you want a higher end try the 500 series. I'm no expert in AMD processors or GPUs to recommend you any of those but you already use Intel anyway. Your CD drives are fine, but consider getting at least one DVD burner and also make sure your motherboard supports the type of CD drive or HDD you get. (IDE or SATA)
A decent upgrade of your RAM can run the older Valve games at more playable framerates (Half-Life, Counter Strike, Team Fortress 2, Portal 1) as well as boost normal desktop performance. An updated graphics card (maybe an 8000 series?) can also let you run some newer games. Don't expect these games to run on Ultra or anything, your ancient Pentium IV processor will bottleneck your RAM and GPU if you upgrade them too far. Chances are you won't be able to upgrade that processor in that computer, it's not really necessary on an old mobo like that. Probably harder to find a processor with an older socket, too.
I'm assuming this is a prebuilt computer because of DELL in your specs, you should really try out building your own computer if you can. You learn about the computer components and have full control on what goes inside your computer, it's a very fun and rewarding experience. (Also very cheaper than buying a new prebuilt) Building your computer and getting all of the newer hardware at once allows it to last much longer than an upgrade on an ancient PC- meaning you won't have to upgrade it for a long time.
If you don't want to build a completely new computer, your RAM/video card are your top priorities. When upgrading memory, make sure it matches the motherboard's socket. When buying a new video card, be sure your power supply can give the video card the wattage it needs. If necessary, upgrade your power supply.
It's all up to you, and if you can't build a PC due to budget limitations or other, just upgrade your current PC. If you get a replacement PC, don't trash the old one! You could run a Linux distribution, have a small server, or give it to someone who needs that old piece. I hope you read this advice (most of it, anyway) and get on your way to a more enjoyable gaming experience.
