Layer priority shenenigans

There's a really major problem in one of my collab levels where everything seems to have layer priority even though it is not set to do so.

-All of the Map16 is set to "Layer Priority disable"
-Even standard objects in this level have this problem
-I have tried saving level to different level number and copying the levevl tiles manually. Both of those unfortunately don't work.

Is there anything I can do to fix this error?
I'll provide screenshot proof if you wish.

UPDATE:
I've managed to figure out the layer priority problems are due to the P-balloon in the level. Is there a way we can have a Balloon in the level and have no layer priority problems?

A p-balloon has absolutely nothing to do with layer priority.

You have any HDMA going on? HDMA fix patches applied? Stuff like that?

I have HDMA applied on some levels, but not the level that is causing the trouble. Still, even though I've applied the patch, only the level with the P-balloon is causing the trouble.
Well, this sort of thing can happen with main screen/sub screen wackiness. HDMA is the #1 reason you'd ever want to mess with that (particularly when using color math), and the HDMA "fix" patch does just that.

Hrm...

If the following is happening, I can pretty much certainly blame the patch:
- Mario appears in front of things when normal
- Goes behind things when having a p-balloon
- Happens on every normal level, not just the one you're currently using

Though it WOULD surprise me if true, since I think I'd of heard of a glitch that big before.

If those three aren't all true, then my next guess would be a level mode problem. Try a different mode number that still works for your level.
I've already applied the HDMA fix patch before the bug...
Reaplying the patch doesn't fix anything I am afraid.

I suspect I might have to remove the HDMA altogether, which would be a real shame.
have you double checked layer priority settings on each tile? I know how good a hacker you are but you may have forgotten to save any changes... I dunno that's my only thought.

He has done that billions of times actually, he even triple checked my map 16.
What Level mode are you using in the offending levels?

Level Mode 00.
Have you tried simply porting everything to a new ROM?

Mhmmmmm. Exactly.

My theory is the patch CAUSED the bug. I personally don't use the damn thing since it has so many unsavory side effects. This might be one of them.

Say, do you have any patches affecting the player graphic? Rearranging mario's tiles and whatnot. Those could mess with sprite priority, which would do this when combined with the HDMA break"fix" patch.
