I don't really like ripperon's Hopping Flame… it looks too… pillow shaded…

No. The Fire Chomp's fireballs (the ones that trail him) use Palette E. The Fire Snake can still use Palette A without conflict.

This is used in the flashing colors bonus room (which I don't know what level is from). I was going to have the white checkers and the star exanimated, but I thought that it will be too busy and the flashing palettes themselves are already hurtful to some eyes.
Plus I'm lazy and palette exanimating daunts me - especially it's just my first time doing it a few minutes ago.

RPG Hacker: Did you want to take a look at the SMWC Coins then? If so, I'll send you all of the data you need at some point tomorrow. It's probably best not to rely on Sind at this point since his activity is super sporadic.

This may not be necessary anymore (sorry if I wasted Imamelia's time), but I can work around this after doing it for Blazing Brush.
  
Just put the BG stuff on Layer 1.

So wait - is the water on layer 3, the level on layer 2, and the background on layer 1? If so, that's a pretty solid solution (and it seems like there is little, if any quality loss in the graphics).

Only the swimmable water is on Layer 2 (Level Mode 1F), everything else is Layer 1.

He already PMed me the intended usage of his coins in RAM, so I guess I'll at least somewhat understand what he's aiming at.

Speaking of which, if anyone wants to take a look at the coins' code, I can send them the package. It isn't commented very well, but I could probably whip together a quick explanation of how the coins work, and what my current problem is =/
Either way. The version SNN has(or gave you) is slightly outdated. I can send you the newer one if you want, and explain just what I'm having trouble with fixing.
Also, if we could meet up in a IRC query, that should be even better.

The thing is, I'm currently fixing Mario Palettes, along with optimizing levels, fixing bugs, fixing graphics and background and changing some overused music. That's mainly the reason why I'm taking long with these files.

I know you mentioned the palette issue a while ago, but I didn't recall you saying anything about fixing the issue yourself. I guess keep doing what are are doing GSG since the level optimizations will be a added bonus.

I didn't see it as a huge problem back then, and I was only doing it on the sidelines since I still had school. But ever since summer started, I've been on a roll 
So yeah it was my bad that I didn't mention about fixing it myself. I'm not optimizing all levels, to say the least, and if anyone wants to do that, this is what I current have for levels that could be optimized heavily that I refuse to do myself because it'll hurt my head:

0E8: Balloon Bonanza = 1024 (Uhh this tileset's MAP16 is confusing, I gave up since it's MAP16 has problems and weird shenanigans)

EDIT: It will be good if all levels are optimized, but I'm only listing ones that we could really benefit from. With some horribly tiled levels thrown in.
