1. Why the event speed reveal in Forest of Illusion is slower than the other submaps/overworld?

2. How may I make it be the same speed of the other maps? I think it's Hex edit, but what's the addresses?

I'm pretty sure the speed of the releaving events of a submap depends of the tempo the BG song uses. If the song is slow, the events reveal slowly.

Completely incorrect. Nintendo just did that for some reason, you'll have to ask them.

I thought maybe they programed it that way because it takes a while to cut tress trees down... or something.

I would say it would have to do with the fact that there's a hardcoded path in that submap, but that's just a guess. They probably did just do it for the lulz
There are four other hardcoded paths, two on Chocolate Island, one in Valley of Bowser and one in Donut Plains (that doesn't need to be there)
Probably just to add to the forest's mystique.
