The Computers forum actually has a thread for base layouts if you wanted to check that out. No need to learn it all, just replace some stuff and you're done.

I don't know which threads to look at.
I know there are planty of HTML and CSS treads, but non of them seemd to contain a simple "how to make a SMWC layout"

Also, where do I need to put the HTML for a layout?
I looked in "Edit Profile" but can't seem to find it.

Post Header and Post Footer.

Just google "HTML/CSS tutorial" and start learning shit.
Once you know how HTML works, making a layout should become pretty self explanatory.
