How do you change the level number of a stage entrance?

First, click the Ghost House, then hold Alt, Click level icon. It'll open the window you want.

It's not working for me.
Which editing mode should I be in while trying to do this?

Go to Edit > Layer 1, 16x16 Editor Mode, a red square will follow your mouse. Press and hold Alt, then use your mouse and click a level tile on the Overworld. (Yellow/red circle, Castle, Yoshi's House, etc.) Click Here for an Overworld Tutorial.
Edit: Made it clearer.
