Title. I'm trying to conver the "SEGA" sound from a dissasembly of Sonic 1 into a .brr sample.

Audacity may be able to open that file. If so then you simply "Export As" and save it to a 16-bit WAV file. From there you can take action to convert the file to BRR.

Most BRR conversion software only accept 16-Bit WAV files, furthermore using 8-bits would have negligible difference on file size, rather it has a worse compression ratio than 16-bits.
If you're not looking for exact authenticity I recommend using the soundbyte from Sonic Mega Collection instead, as it's what they had before compressing it to use in Sonic 1. Pretty sure there's a WAV version of that around somewhere.
I'm working on a hack but it's not even at the demo stage yet so stay tuned, but not too tuned. lol
