From the game called (One of my favorite games actually... :P) "Street of Rage 2"!

First I have to say that I really didn't want to reject this, because it intrigues me how people try to accurately port songs from consoles with very different sound systems. The Megadrive's sound couldn't be any more different from the Snes. so to get anything close takes a lot of effort on your part.

That said, I cannot accept this at its current state. The MML is messy, with 64, 96 and 192 notes being used very frequently. It is certainly okay to use these as needed, but you're using them all the time. Automatic porting tools tend to produce this kind of output. If you used such a tool, you should be very careful.

This alone is not a rejection reason. However it creates other problems:
1. Desync. After about the 15 second mark it sounds like the drums and other instruments go out of sync by a tick or two. It's subtle, but it detracts considerably from the dance vibe of the song. Desync is much more likely to occur, and harder to fix, with this kind of MML.
2. There are sections which you looped well, but then there are other things which I felt could've been looped better because they sounded an awful lot alike, but it's impossible for me to tell if this would help or hinder.
Another thing I want to point out. You left a note about the size of your samples. I mess around with samples a lot so I might be able to help you. While your samples are good, the FM samples are pretty big and I think they could be made smaller without detracting too much. Especially sample_02, sample_05 and sample_06. These are unlooped notes, but they could be trimmed and looped since by the sound of it they are static waveforms. If you really made the loops tight and short, you could likely save over 10 KB of space and that would probably solve the samples not fitting problem. I think you could potentially save a lot of space in most other samples in this port too if you wanted.

I hope I didn't come off as harsh here, I just want to steer you a little bit. You seem to like porting songs which would be hard for any porter. It's great that you try this, and you're improving all the time. But also consider keeping things simpler so that you can really get a good handle on the porting process and the strengths and weaknesses of the tools available. When you do, the ports become a lot more polished.
