From what I know, the capital of Brazil(Brasil) is Brasilia, but is called Distrito Federal because that's it's administrative function.
Same to Mexico having Mexico City as capital(I didn't know they also called it Distrito Federal, but makes sense since the words are the same in portuguese and spanish).

Yeah, "System" would have recorded the member name instead of the IP if it was a registered member. I even did a check with the member list. Noone here has that IP. Not even Google returns anything if you search for it. I guess it was a completely random stranger.
lol, i looked at the counter before I saw this, and I had said "I wonder who got the 10,000,000 page view" and at the bottom of a PM to someone, I had said that. NOW i notice it.
